Patch for updated helpdesk

WARNING: This patch does not work against the current CVS!!!!

Fixes various bugs including:
Use within projects u/s
Tabs confusion with use from other projects
No security when editing other people's logs

Heavily updated:
Search bar is available in all views, to handle databases with very large numbers of calls.
Search URLs can be saved.
Searching includes date ranges.

Extended configuration.

I must say I like the new tabs and so forth, but I don't like the tab name. Printing the # / # makes it more confusing at first glance. It would be nice if you made this an option in Configure Helpdesk.

Also, the search at the top of the page is a distraction as well. Could this too be a configured option. A simple "Search" link is all we need. There's just too much clutter now and it's a bit overwhelming at first glance.
