Files assigned to all projects not working

I have uploaded a file as the administrator and assigned the file to "All" projects. So from my logic I thought I would be able to see the file from within all my other logins.

My Role permissions are set as:

Projects
--------
Access allow
Tasks
--------
Add Edit View allow
Calendar
--------
Access View allow
Files
-----
Access View allow

And for the user who can't see the files assigned to "All" projects, they have the following user permissions:

Their Company
---------------
Access View allow
Their Project
----------------
Access Add Edit View allow

Can anyone see any problem with those permissions as to why I can't see files that are assigned to "All" projects.
