Clients for Projects

I would like to insert a custom field to the Project module. The custon field is the client that pays for the project.
So I've tried to play with the custom field editor, selecting a Field display type = Select list, but I stalled in front of the List of options. Because I don't want to write the list of options from scratch, but I want to use the already existing lists of Companies and Departments.
How can I do that?

Instead of adding it there, can you set these companies/departments up as the project owner?

I'm the project owner. The companies and departments list are already filled.
I try to explain the problem.
My department works for other departments within my company.
At the end of the year I would like to know how many men days my department worked for each other department.
So the client (i.e. one of the company department) should be a specification of the project. For that reason, the content of the client list should be the same of the content of the department list.
