How to submit a v2 Translaction(Chinese Simplified)to SF.NET

i finished a translation of dotproject 2.0,but i don't know how to upload the translaction pack to sf.net
i wandering how to upload language pack of dotproject to www.sourceforge.net.
must be a member of dotproject ?
