Missing file. Possible Module "projects" missing!

When I first login to my site I get the following error:

Missing file. Possible Module "projects" missing!

From this page all of my modules are available uptop and if I click on "projects" it displays just fine. I have "projects" set as my default module and "tasks" set as my default submodule. Any idea why this would happen since "projects" is definately there? When I look at "modules" in System Admin "projects is listed as active.

Projects does not have a submodule of tasks, which is probably what the problem is. About the only submodule that projects has is reports.
