The public module is badly misnamed but as it has been thus since the earliest days of dotProject we're currently not of a mind to change it.
The public module is "public" for developers to use for error mesages etc etc - it's not a public module for general viewing.
As of 2.0 the module loader has been changed to NOT load the public module.
