How to post a feature request

Can someone advise me how to post a feature request on the mantis pages (as I understand we are supposed to rather than on this forum). It is not at all clear when I follow the link to Bugs & Suggestions.

We're using standard Mantis functionality. Select the Project Feature Requests - unassigned from the pull down menu at the top of the screen and then choose Report Issue.

It's actually better if you go ahead and describe the feature request here first.

It gives people a chance to respond and refine it or point out where it already exists in the code or requests.

Then, once it's confirmed that the request is new, post the revised (improved?) description in Mantis.
